Council performance

The council's performance management and assurance framework sets out the expected standard and principles for effective performance management and describes how our activity is aligned to the Corporate Plan’s priorities and objectives.

The Corporate Performance report is reviewed by senior leaders, Cabinet and Corporate Overview and Scrutiny Committee regularly throughout the year. The milestones and metrics which make up the corporate performance report are a collection of indicators taken from each service area.

At the end of each year, we produce an Annual Report, which is also reported to Cabinet and Corporate Overview and Scrutiny Committee.  

All Cabinet and committee reports are published online.

Independent expert and regulator reviews

We regularly ask local government experts for feedback and assurance on our plans and progress.

Best Value inspection

On 2 September 2022, the Government appointed Best Value Commissioners for Thurrock Council. This intervention was in response to concerns about levels of financial risk and debt and clear 'Best Value' failure in relation to our financial functions.

A Best Value Inspection (BVI) began on 10 October 2022. More information including the full BVI report is available on our intervention and improvement pages.

Local Government Association Peer Challenges

The Local Government Association peer challenge involves a small team of independent expert local government officers and councillors spending time with us to challenge what we do and share what they have learned. The team has no connection with Thurrock.

The Local Government Association Planning Advisory Service (PAS) was invited to take an in-depth look at our planning service and give feedback. For their review the PAS interviewed council officers, councillors, community representatives, business representatives and other partners.

Ofsted reports

Our children’s social care & early help services have been graded ‘outstanding’ across all four judgement areas following a full inspection by Ofsted in September 2024.
