Pay a Fixed Penalty Notice
If you receive a Fixed Penalty Notice (FPN) from an enforcement officer in Thurrock, you should pay within 14 days of the date on the notice. The FPN will tell you how you can pay.
Enforcement officers never take money at the scene.
The ways to pay your FPN will depend on who issued it – check your FPN reference number.
Check who you need to pay
If your FPN says "FPN Reference Number:" followed by the letters 'FP' and 8 digits, it was issued by a Thurrock Council enforcement officer.
If your FPN says "Ref No:" followed by 8 digits with no letters in front, it was issued on our behalf by Kingdom Enforcement.
If you have received a Court Fine, you must pay it direct to HM Courts and Tribunal Service, not to us – go to GOV.UK: Pay a court fine.
Pay a FPN issued by Thurrock Council
You can pay a Thurrock Council FPN either online or by phone using a credit card or debit card.

You can also view your Fixed Penalty Notice (FPN) details online. You must enter the FPN reference and your surname (last name or family name).
You cannot pay a Thurrock Council FPN by cash, cheque or instalments.
Pay a FPN issued by Kingdom Enforcement
You can pay a Kingdom Enforcement FPN either online or by phone using a credit card or debit card.

Kingdom Enforcement FPN payment
By Telephone: (Credit/Debit card payments): Call 0207 150 8829. We accept VISA, MASTERCARD and MAESTRO. Our opening hours are Monday - Friday, 9am-4pm.
By Cash: You can pay by cash at any Payzone outlet. You will need to present the fixed penalty notice containing your unique barcode and you will need to pay in full. Payments cannot be made at any Council premises.
If you don't pay
If you refuse to pay the FPN, you may be prosecuted for the offence.
If you don't pay within 14 days of the FPN being issued and the matter goes to court, you could incur more costs.
Paying a FPN on time means we cannot take prosecution action against you for the offence alleged on the FPN. If you believe the FPN was not issued correctly by law, go to challenge a Fixed Penalty Notice.
