Constructing the crossing
Information for Applicants
From April 2025 the construction of vehicle crossings is arranged directly by the Council’s Highway team. There is no longer a list of ‘approved contractors’.
This provides applicants with a ‘one stop shop’ service, meaning the same team will handle your application as well as us making the arrangements to construct the vehicle crossing for you.
Applicants are required to pay the Council directly in full for the construction costs of the vehicle crossing.
As an indication, our construction costs for domestic vehicle crossings are currently set at £250 per square metre – this means an average standard vehicle crossing will cost around £1,800.
(Commercial vehicle crossovers are charged at £350 per square metre)
There may be additional costs for non-standard construction, or where extensive accommodation work to the verge or footway are required. Additional costs will be applied where items of street furniture or utility boxes require re-setting or moving.
For example, Highway surface water gullies are regular items that require amending during vehicle crossing construction, the cost to amend or lower one is set at £400.
If an approved application requires a street lighting column to be moved, further additional costs will be chargeable.
To enable easier future maintenance, vehicle crossings are constructed using tarmacadam with concrete kerbs by default.
You can no longer arrange a third party contractor to construct a vehicle crossing or dropped kerb on Thurrock Council Highway land.
This does not affect your choice of contractor to build, construct or alter the hardstand parking area or driveway on your property.
For clarity, our Application Fees are separate to Construction costs.
