On-street Parking and Waiting Restrictions Order 2005 (as amended)
(Stopping, Waiting, Loading And On-Street Parking) Order 2017 Amendment) Order 2026
1) Notice is hereby given that Thurrock Borough Council, in exercise of the powers under sections 1, 2, 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (hereinafter referred to as “the 1984 Act”) and all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the1984 Act, intends to make the above named Order (“the Proposed Order”).
2) The general effect of the Order would be to make the following variations to articles and definitions in “The Borough of (Stopping, Waiting, Loading And On-Street Parking) Order 2017

- In Article 3(1), after the definition “Carer’s Permit”, insert:
“Cashless Payment” means as defined by Payment Services Regulations 2017 a payment made via an electronic device such as mobile phone, telephone, smartphone, computer or any other method which is being an act, initiated by the payer or on his behalf or by the payee, of placing, transferring or withdrawing funds, irrespective of any underlying obligations between the payer and the payee, not being a service to which paragraph 2 (f) applies whereby the charge levied under the Council’s tariff of charges (and appropriate administration charge) is collected by the Service Provider or the Council as the case may be, via scriptless money, and electronic money as defined in Regulation 2(1) of the Electronic Money Regulations 2011. such as by credit card or debit card or other means of authorised payment
“Electric Vehicle” has the same meaning as The Road Traffic Act 1988 (section 185(1) with the exclusion of pedal cycle of such a class as may be prescribed by regulations such as Electrically Assisted Pedal Cycles Regulations 1983 (SI 1983/1168), as amended by the Electrically Assisted Pedal Cycles (Amendment) Regulations 2015 (SI 2015/24) and/or so made under section 189.
“Hybrid Vehicle” has the same meaning as The Road Traffic Act 1988 (section 185(1) with the exclusion of pedal cycle of such a class as may be prescribed by regulations such as Electrically Assisted Pedal Cycles Regulations 1983 (SI 1983/1168), as amended by the Electrically Assisted Pedal Cycles (Amendment) Regulations 2015 (SI 2015/24) and/or so made under section 189.
“Parking Ticket” means a ticket lawfully obtained from a ticket machine provided by the Council or its agents for the issue of parking tickets appropriately dated and time stamped, or a virtual permit obtained by the telephone or Electronic Payment System and recorded on a handheld device
“Payment Parking Place” means any designated parking place including any access road thereto from the public highway and provided by the Council under Section 32 of the Road Traffic Regulation Act 1984
“Permit” means a hardcopy Permit or virtual permit issued by the Council or its Service provider under the provisions of this Order
“Service Provider” or “Agent” means any contractor authorised by the Council to accept payment of the parking charge either for a Parking Ticket or a Permit or both, on its behalf
“Telephone or Electronic Payment System” means a system to facilitate and monitor the payment of the Parking Charge using telephone, smartphone, computer, or any other so authorised method enabled device via communication with the Service Provider or the Council, in accordance with the Terms and Conditions displayed and located at or in the vicinity of each Parking Place;
“Virtual Permits” means an electronic record of a Permit issued and validated by the Council under the provision of this Order.
The payment parking ticket is displayed in a prominent position within the vehicle so that it can be read in its entirety from the outside of the vehicle in accordance with the provisions of Article 4 (1) (c) of this Order unless that Parking Ticket holder or Permit holder has been granted a Virtual Parking Ticket or Permit in receipt of a Cashless Payment using the Telephone or Electronic Payment System which exempts them from displaying a Parking Ticket or Permit and is accessible on an electronic database approved by the Council using a Handheld Device during the whole of the time that the Vehicle remains in the Parking Place, so that it can be read by any Civil Enforcement Officer carrying out their normal enforcement duties.
Electric Vehicle Recharging Points
The designated Electric Vehicle Recharging Place may only be used by an Electric Vehicle (including Hybrid Vehicles) which for the avoidance of doubt are electrically propelled or partially electrically propelled and for the purposes of this section only also are compliant with Automated and Electric Vehicles Act 2018 as defined under section 9. Any Electric or Hybrid Vehicle are required to be connected to the recharging post via a re-charging lead at all times while it is left at the recharging point.

4) Any support/objection to the proposed order must be made in writing, giving the grounds on which it is made and sent to the following address Civic Offices, New Road, Grays, RM17 6SL or sent via email to troconsultations@thurrock.gov.uk to arrive on or before 26th February 2026. Any comments may be communicated to other persons who may be affected.
