Road Traffic Regulation Act 1984

Temporary Prohibition or Restriction of Traffic

Civic Square, Tilbury - Various restrictions

1)Notice is hereby given that Thurrock Borough Council, in exercise of the powers under sections 1, 2, 4, 32, 35 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (hereinafter referred to as “the 1984 Act”) and all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the 1984 Act, hereby gives notice that they have made the above order on the 3rd September 2025 the order will come in to force on the 10th October 2025.

2)    The general effect of the Order would be to:-

a)    Introduce a new waiting restriction “No Waiting At Any Time” at the following locations;-

i.    At the junction of Manor Road/Civic Square
ii.    At the junction of Calcutta Road/Civic Square, from the northern kerbline of Calcutta Road in a northerly direction following the kerbline for a distance of 42m.
iii.    At the junction of Calcutta Road/Civic Square, from the southern kerbline of Calcutta Road in a southerly direction following the kerbline for a distance of 31m.
iv.    On the northern side (southern arm) and eastern side (western arm) of Civic Square from a point opposite 10m east of the eastern kerbline of Newton Road in a westerly direction than northerly direction following the kerbline for a distance of 93m.
v.    On the southern side of Civic Square (southern arm) from a point 10m east of its junction with Newton Road in an easterly direction following the kerbline for a distance of 19m.
vi.    On the northern side of Civic Square (southern arm) At the junction of Tilbury Hub Rear Access Road/Civic Square
vii.    On the northern side (southern arm) and western side (eastern arm) of Civic Square, from a point 10m west of its junction with Kelvin Road in and easterly direction then northerly direction following the kerbline for a distance of 38m.
viii.    On the western side of Civic Square (eastern arm), from a point 30m north of its junction with London Road in a north-westerly direction following the kerbline for a distance of 30m.

b)    Introduce a new waiting restriction “Limited waiting Mon-Sat 9am-5pm 40mins no return within 2hrs” at the following locations;-

i.    On the northern side of Civic Square (northern arm), from a point 22m east of its junction with Manor Road to a point 49m east of its junction with Manor Road
ii.    On the northern side of Civic Square (northern arm), from a point 54m east of its junction with Manor Road to a point 81m east of its junction with Manor Road

c)    Introduce a new waiting restriction “Limited waiting Mon-Sat 9am-5pm 2hrs no return within 2hrs” at the following locations;-

i.    On the southern side of Civic Square (northern arm), from a point 21m east of its junction with Manor Road to a point 49m east of its junction with Manor Road
ii.    On the southern side of Civic Square (northern arm), from a point 54m east of its junction with Manor Road to a point 90m east of its junction with Manor Road
iii.    On the eastern side of Civic Square (eastern arm), from a point 8m south of its junction with Brennan Road to a point 36m south of its junction with Brennan Road
iv.    On the western side of Civic Square (eastern arm), from a point 14m south of its junction with Brennan Road to a point 35m south of its junction with Brennan Road

d)    Introduce a new “Disabled Badge Holders Parking Bay” at the location specified below: -

i.    On the northern side of Civic Square (northern arm), from a point 8m east of its junction with Manor Road to a point 17m east of its junction with Manor Road
ii.    On the northern side of Civic Square (southern arm), from a point 11m east of its junction with Newton Road to a point 22m east of its junction with Newton Road

e)    Revoke existing waiting restriction “Limited waiting Mon-Sat 9am-5pm 40mins no return within 2hrs” at the following locations;-

i.    On the northern side of Civic Square (northern arm), from a point 8m east of its junction with Manor Road to a point 31m east of its junction with Manor Road
ii.    On the northern side of Civic Square (northern arm), from a point 3m west of its junction with Arkwright Road to a point 48m west of its junction with Arkwright Road

f)    Revoke existing “Disabled Badge Holders Parking Bay” at the following locations;-

i.    On the northern side of Civic Square (southern arm), adjacent No.16 Civic Square (Library).

2) A copy of the Made Order together with the plans can be viewed on Thurrock Council’s website at thurrock.gov.uk/publicnotices. 3) Any person wishing to object to the validity of the Order or any of its provisions on the grounds that it is not within the powers conferred by the 1984 Act, or that any requirements of the Act has not been complied with, may, within 6 weeks from the date of on which the order is made apply for the purpose to the High Court.
